The idea of regulating the researches now is an interesting one. I could certainly see that we might start requiring much more ethics training, which in other engineering fields has been taken for granted for a hundred years or so at least. To be a professional engineer you have to have ethics training. But this is about more than training. This is about some one saying,you will not go there, you will not do this. The laws as they currently are proposed have a number of important things like banning the use of a i to impersonate human beings. Andas you're right, they talk about two things.
