The possibility of territorial compromise and with it a normalization of the status of Palestinian citizens within Israel created an opening for participation. The reason why it is so fleeting is that even center and center left Zionist parties don't consider Palestinian citizens to be genuinely part of the polity. This puts hard limits on the ability of the Palestinian led parties to join governments or support coalitions because they can't betray their people.
