North Korea - A Break With the Past

In 1998, longtime South Korean opposition figure Kim De Jong assumed the presidency of South Korea. In another unprecedented move, Kim De Jong announced what would be known as the Sunshine Policy. A few months later, almost as if on cue, American press reports alleged that the North had been caught building nuclear weapons.
