I do think that there's some amount of learning both internally from what works and what doesn't work within the system. And then some diffusion about, you know, across regimes about different tactics that works. China's been explicitly interested in sharing like internet management techniques with other authoritarian regimes. But I don't think it's just a case of like, well, say done a little bit better if they had like learned if they better information, they would have been able to solve this problem.
