The Evolution of Information

What if the universe was creating new laws through some sort of an evolutionary process? You know, I mean, there I kind of struggle that would that like, you know, obviously to me would seem like the universe would be creating new information. Any thoughts on that or let's say that if a second law of conservation turns out to have the final say in our understanding of what information is and how it can be conserved?
