The Court's Task in a Civil Claim Is Not a Public Inquiry
This was not an inquiry into how things could be better managed in the future. Claims for damages had to stand or fall on established principles of civil litigation. The court's task is, in these circumstances, governed by rules of law and procedure. It needs to determine whether the claimant can make out his claim, and whether that exercise can be done fairly.
