The Limits of Associative Learning

Anything that can do associative learning is something, right? It's on the continuum. Even particles of light have the ability to pursue goals in the sense of minimizing action and things like this. I don't know what's smaller than what's more minimal than that. But even at the bottom level, you have some nano, some properties that are already the kinds of things that we scale up into larger cognitive properties.
