There's no scholarly consensus as to exactly who ruled from the palaces of mano and crete, or what the basis of their authority actually was. Crete shows no signs of divine or semi divine royal imagery like we see elsewhere in the near east. We assume they probably had a religious and ceremonial role of some kind, which they carried out on behalf of their wider community. But that's a vague speculation.
