Is There a Divine Act Predestining People to Hell?

A catholic account of is that it avoids what is sometimes called a double predestination, or or predestination to sin and hell. You see this a point made in the catechism. O god predestines no one to go to hell. And something similar from the council of trent. If any one says that the grace of justification is given only to those who are predestined to life, let him be anathema.
