Pideia or education is the gateway to higher philosophical and spiritual development. The culmination of pideia for julian is initiation cultic initiation and learning theology along the lines of yamblikos thus julian's edict uneducation which excluded christians from receiving the traditional Hellenic pideia was exclusionary. It was a kind of broad-scale empire-wide attempt to exclude the profane from the inner sanctum of the initiatory temple if you see what I mean so this is basically taking ideas about post-mortem punishment which are already present in playto and platonism to some degree but bringing these in line with new christian ideas of universal salvation
