In this environment, i couldn't care less whether it was fully paid for or or not. And of course, congress loves spending money without paying for it. So if we can spend forty million dollars on you crane, why can't we spend ten on vaccinating, screening, testing, protecting the health of americans? How adimant would you be that it be fully paid for versus not?
