Luther talks about God working through his right hand and through his left hand. And the right hand would be the work of the church, he says; the left hand would be government or culture. Luther's point in bringing up this sort of illustration is that they're both God's hands. "God is working through both so that you can even have a pagan king who God will use to bring order and decency in society"
