The Difference Between Individual Morality and National Morality
In individual morality, there are certain things you should not do. That's what the whole essence or code of individual morality is as in thou shalt not. These premises are inverted when applied to a nation's behavior and they often lead to terrible and untrambled excesses. Unsupportable and civil life are applauded as heroism when performed in the name of the nation. The restraints that apply to ordinary humans don't restrain the nation.
