Is It a Symptom of Systems Running Tight and Things Matter?

Do you follow any of like Hackett's research about oceanic and sun cycles and different weather patterns as far as on the agricultural side or at all? I don't know if it's correct or not but I find it interesting. If we go through these 40 year kind of Slightly warming slightly cooling cycles it's at the flip of those where you have the highest volatility in weather patterns that can obviously dramatically affect their cultural so which we could be going through right now.
