Change detection is relatively easy to do. But I think the more useful result would be meaningful change. When you talk about meaningful change in terms of building damage, what kind of things are you picking up on? Like, how, when do you know that, oh, okay, this is meaningful change and it's damage that has happened here? Is this just a question of extremely accurate labeling? So for this risk modeling case, yes,. You really need to make sure that your ground truth is impeccable quality.
