Do Community Colleges Work at Building Skills?

Is there an optimal level of university graduates in our economy? Yes, but I think the mistake that we're making is assuming that the unit of education needs to be the degree. Do community colleges work at building skills? Sometimes they get a lot of flack for the lack of success on graduation rate metrics. But most part, labor markets are local and community colleges sometimes do a great job of having pathway programs that connect young people with employers.
