Is There a Transition Policy?
Oil and gas companies have been told don't reinvest in production, send money back to shareholders, share buybacks or dividends. The underinvestment we've been doing for the last six or seven years hasn't shown up yet in supply. It starts showing up this year and will show up even more next year and more of the following year. And I think that's why we veered off the track of being a secure nation and having a secure world. We've just moved too quickly.
