How Does Condemnation Work?

In Romans 2, it starts to talk about how people are condemned. So can someone who has never heard of Jesus still be condemned in some sense? I think that's the wrong way to think about damnation or alienation from God. What hell is is a self-destructive choice to deny themselves happiness and fulfillment.
