Nobody can pay their taxes to the government until they first get the dollars, right? The government cannot tax you and collect dollars from you until they first getting dollars in your hand. Where would you get the money to settle the tax obligation if the government didn't spend it or lend it into existence? So the spending had to come first. And that's the same with the business cards with Warren's kids. They couldn't pay their tax to him at the end of the month until he paid them first.
