The Constitutional Crisis in the United States

If you had an elected president in australia and a popularly elected government led by a prime minister, what would the population do? Would it just be a constitutional crisis almost all the time? The present in the united states, is currently under impeachment. This is distracting from the normal business of government. It's slowing down the ability of the government to actually do anything useful. Some anarchists some people who don't really buy the idea that a states are necessarily a good thing as in a large state apparatus.
