With the Civil Rights Act, it became illegal to set prices that depend on a customer's race or ethnicity. Finkelstein: The reason African Americans have higher death rates than white Americans of the same age and gender is because of continued systemic discrimination. He says if insurers could take race into account, white people would pay less for life insurance.
