Under neoliberalism, there has been an approach to corporate governance that focuses on cutting the fat and returning money to shareholders. There's also been a way of restructuring production where the whole purpose is to increase profits by ironing out any redundancy in the system. And so you sort of have not just a lack of investment, but a whole approach to structuring production and circulation which systematically takes spare capacity out of the system.
