Howard Zhang, editor of the BBC's Chinese service has been to Taiwan in search of answers. The US Department of Defence authorised the sale for Taiwan of 60 Harpoon anti-ship missiles and 100 Sidewinder Tactical Air missiles last year. Ultimately though, the decision to launch such rockets against Chinese targets rests not with the Americans but with Taiwanese soldiers.
