The Reason to Tarpet a Service Is to Make It More Efficient
The reason to tarpet a service is to make it more expensive for the attacker. It doesn't make you more secure than just blocking that attacker. What it does is literally waste their resources. The kind of attack that you would hope make more expensive with a tarpit is usually not coming from a single box. And the attacker isn't actually paying anything for that botnet.
