Bitcoin Core RBF - Is RBF Signaled?

RFKF is going to be standard out of the box in Bitcoin core after the next major release. That's causing a bit of controversy for wallets and services like moon and bit refill specifically because they accept zero-conf transactions. So there's very interesting debates going on the mailing list right now.
