Is the Bureau of Prisons a Bureaucracy?

Stephanie Coontz was sentenced to 15 years in prison for a crime she didn't commit. She is appealing the sentence, and hopes it will be overturned on appeal. The bureau of prisons says they are an independent bureaucracy that do not like judges telling them what to do. Do you agree with that conclusion?
