The Constituent Assembly

A constituent assembly had been promised on the very day czar nicholas abdicated the throne. The provisional part of the provisional government was supposed to be merely caretakers until the convening of the constituent assembly. When they took power, the bolsheviks felt obligated to live up to their word. Elections to the constituent assembly unfolded over the last two weeks of november 19 17. All adults were allowed to vote, both men and women. Given the cicusan it was nothing less than the single largest election in russian history to date. Of the 67 seats elected from the 74 districts that we have data from, the vast majority voted socialists or another party.
