The sanctions made it difficult to finance inputs for the imports related to food and just for ordinary people to buy it. By 2014, we have evidence by the scholar Omar Dahi writing with Ela Wind that Syrian enterprises and regional partners had virtually no new export contracts. The one sanction feeds off of another. They don't exist in sort of watertight components. So if you're a person on the lower strata of the working class in Syria, the US and its allies are making you pay for the fact that you happen to live there.
