UDDA and the Uniform Law Commission
The Uniform Law Commission is basically representatives from every state. They look at issues where uniformity could be helpful across the United States. Brain death being one of them, because you'd want to be brain dead in one state and brain dead in the otherState. The commission proposes model legislation that they think should be adopted by multiple states as a whole.
