The Effect of Race Neutrality on Diversity in Schools

The policy leaves an effect if you have standards that are not specifically race-based, but still have race-disproportionate outcomes. That's the Thomas Jefferson case where you're saying, well, we really need fewer Asians, but we can't say fewer Asians. And by the way, my stated purpose is both to increase diversity at the school and also to ameliorate past discrimination in the U.S.
