Do You Want a Simple Answer or a More Interesting Answer?

If you were the c i a and you wanted an officer to collect intelligence under cover as whatever, would you want them to have fluency in the native language of the person that they're targeting? I maybe i'm over thinking it. The latter due to the cultural thing. C i a doesn't want its officers to have perfect fluency. They don't want them to sound like they're native born from galicia, spain. Instead, they want them to sounds like they learned spanish later in life. Even better if they don't have fluent sp Spanish, but they can have a social interaction that moves the person into another language where the intelligence officer has superior language skills.
