Why Does Physics Even Work?

What we do have is a set of rules that work for the experiments that we can do. We don't think it describes the basic bits of the universe, but it's effective. For example, we have rules of economics and they mostly work. People and money are not fundamental elements of the universe. But once people and money emerge, you don't have to describe the economy of a country using particle physics or string theory.
