i think that adult use is really different than youth use, and protecting young people especially is important. i'm more sympathetic to a ban on flavored vapes which is clearly being used by ten agers more. Having a strict rule on what age you can access these products seems like a reasonable compromise to me. Add some data. You talked about the e canada band menthal cigarettes in 20 17. This is some data from that band 59 % of menthal smokers picked up unflavored cigarettes. 20 % wound up quitting, and another 20 % bought them at native reservations.
