The Russians' Failure to Learn From the Black Sea Fleet
I wonder if that political acceptance or the political capital that is expended trying to split the West politically, if that bled through to the military machine. I think we've seen some Russian learning on the ground. What the Russians are doing in the South is better than anything we've seen the Russians do before. And they have adapted in the ground campaign in several ways. So I don't think it's a little bit too strong to say that they're not a learning organization at all. But there's a limit to which you can overcome technological problems and basic problems with your systems just by learning.
