Before the 19th century, people thought war was bad but it's just part of life. After World War I, peace mongers argued that we could restrain states and would have treaties and international bodies to keep wars from happening at least some of the time. But in a broader sense, they've had a kind of tremendous effect on our assumptions on what states meant and women today kind of say about cross border conflict.
