The Rise of the Death Penalty in the United States
In the 1990s, Democratic presidential candidates also had to be in favor of the death penalty. That legacy was really reflected in Bill Clinton not pardoning Ricky Rayrecht. You can see a shift now in that the United States does not execute us or the states that have the death penalty do not execute as many people anymore. The practice of punishment across the states is more punitive than others and there's all this kind of background to take into account.
