In 1930, T.S. Eliot wrote an essay entitled Poetry and Propaganda. He was pushing back on two opposite poles of opinion about poetry. Good creative work will necessarily point in some way subconsciously to the wider set of ideas that inform it. In other words, that almost apologetic function is incidental. It's carried through the work of art.
