Ambassador Sullivan said she was proud of the fact that she had failed her Foreign Service exam twice. It didn't really make much news, but then last week it surfaced on Capitol Hill and Senator JD Vance from Ohio put a nice little China spin onto it. "I don't know where this idea that we should celebrate failing the Foreign Service exam amongst our diplomatic corps comes from," says CNN's John Sutter.
