Frank Luntz - Is He Picking the Issues?
The contract with America was the creation of Frank Luntz and Ed Gillespie. The two men have been at odds over who gets to take credit for their work on the project. John Avlon says he's skeptical about how much responsibility each person took in crafting the plan. He says it seems more like a political strategy than an issue-based one.
