The Impossibility of Defining Health Care Risks

There is no market value for the human body and no possibility of abandoning one that is worn out. If people have too much health insurance, they will have an incentive to use too much health care at too high prices. The difficulty of judging health care risks makes it impossible to determine how much is too much in health care and health insurance. Nor is making a consumer pay more for health care a sure way of reducing unnecessary demand.
