Farkis' job was to communicate with the public and answer these questions, except there was no system to actually get that information to people. He says Detroit residents would get really upset on the phone and it quickly became a burden for his department. Farkis stumbled upon Ryan Buell's research about transparency and he thought, we need something like this for Detroit.
