The Importance of Deception in the Communist Party
I think that they're pretty stable in terms of their economy. They've got a good business going on with Russia, Iran and Saudi Arabia. So I don't expect them to do military action. But this would fall into play as to their doctrine. If you look at their doctrine, deception is very important to them. Xi Jinping does not have confidence in the PLA. He needs something that's limited, controllable, but to demonstrate that they can do the job or at least are getting better at doing the job.
