In 1791, Wall Street became a place for people to sell and buy stocks and bonds. Many of the vendors were bankers, lottery ticket vendors or other merchants. When it got cold, these guys didn't want to stay around on the sidewalk, so they moved inside to different taverns,. A lot of the official business would get done in taverns; that was perfectly natural.
