The Royal Navy After the Revolution
The french navy was one of the best in the world, perhaps runners up behind the british. But there was a tremendous gulf between the two services and this gulf existed at every level. Great naval officers are made, not born. Even a person born with all the qualities of a good military leader would need years of experience at sea before they could make a good naval officer. Unlike the army, these officers were practically irreplaceable.
