The Great Cities of Mesopotamia
Mesopotamian cities made war on each other over and over and over. They fought for control over trade routes and for the prestige of their rulers. Even as they fought and quarrelled, they collaborated commercially. As the early dynastic period wore we can see a clear trend toward unification. This eventually culminated in the emergence of sargon of acad and the first true empire in world history.
