Introduction

In the Blair years I was the founder and first head of the Prime Minister's delivery unit. Now I work with governments all over the world to help them deliver for their citizens. It quickly became clear to me that as a pattern to accomplishment in government, a pattern clearly visible in countries with very different cultures or political systems. Then I began to see evidence of this pattern in elite sport, in business, in the arts and in the sciences. And I began to ask myself whether there was apattern to accomplishment that would work anywhere, anytime with any agenda.
