The German Military Spending Crisis

Bundeswehr was generally ranked as the third most capable military in the world and mercifully it was never actually used to do anything in the world. Since then the German budget has gone up to 58 billion this year right so 50 from the regular budget plus eight from the Zondorf fund which is significant spending but apparently still not enough to produce any kind of capable military. The problem clearly isn't just money alone right because there's many countries which have highly functional military yeah for much less than Germany has been spending for ages.
