Is China a Better Starter Than Russia?

CNN's John Defterios says the Russians are struggling because their technology just isn't that good. China has a better starting point than Russia to harness some of these technologies for military purposes, he says. But certainly the Chinese can provide some components that the West used to provide and is now trying to cut the Russians off from. And I think if you'd be doing the same thing on the Russia-Ukraine war, you'd be exactly where we are today.
