In the late 19 forties, almost every american ambassador in the soviet union thought that russia did not want a war. Even within the high councils, even george keenan, the hard cor cold warrior, said that he didn't think that the russians wanted a war. But i think we have to really understand what was at stake in the context of world war too, and how alits in the united states were responding to that. It speaks to why they had to gin up what was obviously a fake war threat in order to create the cold war.
