In 700 b c, the elites largely fled eastward, away from the main areas of barbarian threat. They established new states and capitals on the lowland plains and the coast. The most powerful of them, at least at first, was chi, which controlled the mouth of the yellow river and the shandong peninsula. And there was a growth and flourishing of literature of all kinds. But for instance, the woo state in the south employed sunsu, who wrote the art of war.
